Half the EUR 7.50bn (USD 10.47bn) set aside for new construction of the EUR 15bn investment planned for infrastructures in Spain up to 2012 will go towards the rail infrastructure administrator, Adif, for development of the high speed AVE rail network.
A further EUR 3.75bn will be spent on rail freight transport, intercity (cercania) services and roads. Port-rail links, freight rail-logistics platform links and Bus Vao platforms will also be developed. The other EUR 7.5bn set out in the plan will be used to operate and maintain the infrastructures during their concession awards.
Funding for the plan will partly come from the European Investment Bank (EIB), providing EUR 3.375bn, all which will go towards investment rather than maintenance. The Official Credit Institute (ICO), banks and the concession holders themselves will also play a part in the financing.
